Fees & financials

We’re increasing zero insertion fee allotments when eBay manages your payments, which means you can list more of your inventory on eBay for free. In 2021, we’ll also take a big step toward creating a more simplified and modern managed marketplace when we expand managed payments to all sellers.

We’re reinvesting in our marketplace to help drive your sales velocity

We’re continuously reinvesting in our marketplace to help drive sales velocity for all sellers, from casual hobbyists to our largest sellers. We’re on a multi-year journey to create the world’s most powerful selling platform and empower you to list all your inventory on eBay. Throughout 2021, we’ll introduce new tools, features, incentives, and help you optimize your business on eBay.

Building the premier global marketplace for buyers and sellers

We’re continually enhancing the seller experience. Since we introduced the option for sellers to have eBay manage their payments, we’ve managed billions in payments for over 1 million eBay sellers globally, and more sellers are registering to have eBay manage their payments every day. This provides sellers with one place to sell and get paid, and offers buyers more ways to pay.

Last year, we provided eBay Store subscribers with additional allotments of monthly zero insertion fees to give sellers a boost amidst unprecedented business challenges. The free listings were enthusiastically received by eBay sellers and helped bring a record number of buyers to the site.

In our Fall 2020 Seller Update, we also introduced new ways to help you manage your business. We announced:

In addition, we recently introduced a new, mobile-friendly eBay Stores design to help eBay Store subscribers increase the visibility of their inventory and connect with millions of buyers around the world. Store subscribers who were upgraded to the new Stores design on the eBay mobile app have seen a 20% increase in Store visits from the app.* (*Data surveyed December 2020)

And we’re just getting started.

This spring, we’re giving eBay Store subscribers more zero insertion fee allotments

In our Spring 2021 Seller Update, we’re providing eBay Store subscribers with more seller performance and buyer insights, promotional opportunities, and zero insertion fee listings to help keep buyers coming back.

Only pay when your items sell with new zero insertion fee allotments

Starting April 1, 2021, we’ll take the next step along our journey to reducing upfront insertion fees by giving sellers even more zero insertion fee listings when eBay manages your payments. This will further reduce the upfront listing cost and help you bring all your inventory to eBay.

Because we’re offering more zero insertion fees based on eBay Store subscription levels, you may benefit from upgrading your Store subscription. We encourage you to review the new zero insertion fee allotments to evaluate whether you have the best eBay Store subscription for your business requirements.

Last summer, we announced that eBay Store subscribers would receive additional monthly zero insertion fee listings in select selling categories when eBay manages their payments. Eligible sellers will continue to receive additional monthly zero insertion fee listings in these select selling categories.

How to determine the best eBay Store subscription for you

If you currently sell a couple items each month or don’t need a storefront you probably don’t need an eBay Store subscription. As you sell more, you may want a place to house and manage your inventory on eBay. Consider these general guidelines to determine the best Store subscription for your needs.

  • Starter Store. Best for sellers who have a handful of products and want a storefront to brand and promote their business.
  • Basic Store. Unlock more zero insertion fee listings, final value fee discounts, and a coupon for eBay-branded shipping supplies each quarter.
  • Premium Store. If you have an extensive product assortment, a Premium Store subscription gives you substantially more zero insertion fee listings.
  • Anchor or Enterprise Store. For high volume sellers who have an extensive product catalog or are running a business that would benefit from dedicated customer support.

Upcoming fee and credit adjustments

Effective April 1, 2021, the following fee changes and Promoted Listings credit adjustments will be implemented.

Final value fee increases for all sellers in select categories

As we move away from upfront insertion fees, starting April 1, 2021 we’ll increase final value fees 0.2% in select selling categories. Click here for more details.

In our Spring 2021 Seller Update, we’re also announcing changes to help you grow and manage your business

New seller guidance in the Seller Hub Research tab

We’ve added new research features to help make it even easier for eBay Store subscribers to sell on eBay. New Terapeak Sourcing Insights can help you identify the best categories to sell in and determine the best products to sell in those categories before you source your inventory.

Performance tab updates in Seller Hub

The Performance Tab in Seller Hub is a great tool to help eBay Store subscribers analyze your business performance. Download the Listing Quality Report in the Performance tab for detailed listing and category-level recommendations for optimizing your listings. Use them to help boost listing views and sales, and see where you rank against your eBay competitors. The updated Traffic Report allows you to see your relative search performance through a breakdown of search metrics and impressions.

Coded coupons in the Seller Hub Marketing tab

A new coded coupons tool, available through the Seller Hub Marketing tab, gives eBay Store subscribers the option to offer discounts to buyers both on and off eBay with a coupon code. Create coupon codes that can be shared either publicly in different locations on the platform, or privately through your own marketing channels.

International expansion of sites sellers can list on when eBay manages payments

We’re expanding international sites that sellers can list on when eBay manages payments. If you offer to ship internationally, your listings will appear in buyer searches on supported international eBay sites. You can also create listings on select eBay sites outside the US, such as Germany and the UK, and funds from sales on those sites will be disbursed to you in USD. We’ll expand international selling to more countries in the coming months.

Retirement of Promoted Listings credit for select store sellers and eBay Top Rated sellers

Starting April 1, 2021, we’ll retire our existing Promoted Listings promotional credits. To date, we’ve offered a quarterly $25 Promoted Listings credit for Anchor and Enterprise Sellers and a quarterly $30 Promoted Listings credit for eBay Top Rated Sellers. We offered these promotional credits when we introduced Promoted Listings to allow sellers to try out the new program. Over the years, the program has grown and provided increased visibility for millions of eBay sellers. We’ll continue to offer the promotional credits through March 31, 2021, and we encourage you to take advantage of them.

More eBay Stores updates will be announced soon

Later this year, we’ll announce eBay Store optimization features for mobile and desktop to help Store subscribers target and engage with buyers, and drive repeat purchases. Updates will include:

  • A modern storefront with more merchandising options and improved Store Search
  • Simplified eBay Store management in Seller Hub
  • An improved newsletter feature you can use to send targeted communications to your buyers

We’re building a world-class platform that empowers you to achieve your business goals today, and in the years ahead. We’ll continue to partner with you to build the game-changing tools, features, and technologies you’ll need to move your business forward today, and into the future. We look forward to sharing exciting new enhancements with you throughout the year.

Managed Payments overview

eBay is managing payments for more sellers

Managing payments is a big step towards making eBay a simpler, more modern managed marketplace, and over 1 million sellers have already registered globally and 38% of eBay’s on-platform volume globally is already processed using managed payments with more joining every day. It’s the way business will be done on eBay, and eBay will require all sellers to register for eBay to manage their payments in 2021.

When you receive a notification from us, we recommend you register before the deadline to avoid any interruption to your business. This process consists of a few simple steps. Once you have registered we will send you further details about how to prepare your business and take full advantage of our simpler approach to payments.

Information shared during registration allows us to get you properly set up for managed payments, and to comply with applicable laws, which helps keep eBay a trusted marketplace.

What to expect when eBay manages payments

  • More ways for buyers to pay: Credit card, debit card, Apple Pay, Google Pay, PayPal, PayPal Credit, gift cards
  • One place to sell and get paid, all on eBay: A single source for fees, customized reports, refunds, simplified protections, and dedicated support.
  • Streamlined operations: Regardless of how the buyer pays, payouts are initiated within 2 business days (Monday through Friday, excluding bank holidays) of order confirmation. See our video on payouts, here.

A note about eBay listings

Once eBay manages payments, your listings are updated automatically to reflect all the ways buyers can pay. Please refrain from specifying preferred payment methods in your listings.

Changes to the eBay invoicing process

Beginning in late March, all of your eBay selling fees and expenses, including those that are currently invoiced, will be collected from your earnings. If your earnings are not sufficient to cover these amounts, we will charge your payment method on file (debit or credit card, and/or linked bank account).

  • Examples of eBay selling fees include but are not limited to: insertion fees, promoted listings, optional listing upgrades, and eBay Store subscription fees.
  • You may find information on fees and expenses via the reports functionality in the Payments tab in Seller Hub.
  • Eventually, you will no longer receive a monthly billing invoice, but depending on your monthly invoice date, you may continue to receive invoices for both March and April. You must still pay any outstanding amounts that are reflected on billing invoices that you receive during this time. Charges will not be duplicated.

Expanded support for international selling

  • If you offer to ship internationally, your listings will appear in buyer searches on supported international eBay sites. You may limit the countries you ship to by selecting specific regions in your listing settings.
  • You may also create listings directly on select eBay sites outside of the United States, such as Germany (ebay.de) and the United Kingdom (ebay.co.uk).
  • Your earnings from these sales will be disbursed to you in USD. We will continue to expand international selling to more countries in the coming months.
  • For more details on international selling on eBay, click hereAdditional fees may apply if either the buyer's registered address or the delivery address for the item is located outside of the United States, but you will no longer pay third-party processing fees for international transactions.

Note: When eBay manages your payments you don’t pay any payments processing fees to PayPal, including for international transactions.

Loan approval is not guaranteed. Actual loan offers, loan amounts, terms, and annual percentage rates (“APR”) may vary. Managed Payments FAQs

No. Once you register, nothing will change until eBay begins managing your payments. Once eBay begins managing your payments, all of your existing listings* will be automatically updated and will reflect the different ways buyers can pay.

*Any listings that violate our listing policies or are in restricted categories not supported when eBay manages payments will end upon activation.

eBay sellers that frequently list in restricted categories will not have their payments managed by eBay until these categories are compatible with eBay managing payments, but we may still require you to register in advance. We will continue to support sellers through the expansion of eBay managing payments and are working to expand the types of items allowed by sellers when eBay manages payments through 2021.

If a listing has a purchase commitment (i.e. listing has an accepted offer, active bid, or the buyer has committed to buy the item) before eBay manages payments on your account, the transaction will be managed by PayPal and you will receive payment for that item in your PayPal account.

This is to ensure buyers have a consistent payments experience from start to finish. Moving forward, for listings created or items sold after eBay manages payments for your account, you will be paid out directly to your bank account, not your PayPal account.

If you use third-party tools that integrate with eBay APIs to manage your listing, inventory, and order management activities, to reconcile finances, or issuing refunds, there should be no change in how you use those tools when eBay manages your payments. Please contact your individual third-party provider regarding questions specific to their service offerings.
