Sellers who qualify for the eBay Refurbished program may offer products that are in Certified - Refurbished, Excellent, Very Good, and Good conditions, and have been refurbished directly by a manufacturer or manufacturer-approved refurbisher. eBay Refurbished conditions give buyers a clear, consistent, and seamless shopping experience, and deliver the same seller standards and item quality each time they purchase refurbished products on eBay from qualified sellers. Sellers benefit from better organization of listings with consistent refurbished conditions that help streamline buyers’ purchase decisions and reduce “item not as described” returns.

The item is expected to be in new packaging with original or new accessories, offer a manufacturer-backed warranty, and include free shipping and returns.
Once you meet qualification requirements, you can use the “certified refurbished” condition and add the description in your listings, including titles, subtitles, and product descriptions to improve your listings visibility.
Qualifying for certified refurbished means that:
- Your listings can be found under the Certified Refurbished condition on eBay
- Your listings will stand out from listings by having the eBay Refurbished badge in Search, View Item, Check out and order confirmation pages

How to qualify as a Certified Refurbished seller
To qualify for the certified refurbished program, you must meet a strict set of requirements, including proof that refurbished inventory was purchased directly from the manufacturer or authorized seller. eBay will review your account and inventory to ensure you meet all of the following program requirements:
- You are the manufacturer, or manufacturer-approved vendor, in which case you will need to provide evidence that you are authorized to resell the manufacturer’s products
- You are in good standing, have average or better service level metrics, and follow all eBay policies
- You are a US-based seller
- Your inventory meets certified refurbished condition requirements:
- Professionally refurbished to a high standard, with few or no visible blemishes
- Sold by or sourced directly from the manufacturer, with proof of purchase or authorization and a manufacturer’s warranty
- Listed with free shipping and 30-day free returns
- Shipped in new packaging (similar to new packaging or brown box) with original or new accessories

How to qualify as an Excellent, Very Good, and Good refurbished seller
To qualify as a seller of refurbished products in Excellent, Very Good, and Good conditions, you must meet a strict set of requirements, including diagnostic test results that show your refurbished inventory meets the eBay-defined grading criteria. eBay will review your account and inventory to ensure you meet all of the following minimum program requirements:
- You are in good standing, have average or better service level metrics, and follow all eBay policies
- You are a US-based seller
- Account status: eBay Top Rated Seller
- Service metrics: >98.5% feedback score, Defect rate <0.5%, Late delivery rate <5.0%, Return rate <10.0%
- Shipping: 0-1 handling, free shipping, 30 day free returns accepted
- Quality: Items must be fully functional, tested, and refurbished to a high standard
- Once accepted in the program, items will be graded according to criteria set by eBay.
- Shipped in new packaging (similar to new packaging or brown box) with original or new accessories
If you are a current eBay seller with a Business account and believe your inventory qualifies for the Excellent, Very Good and Good conditions, you can submit a Program Application to be automatically vetted.
If you are not a current eBay seller with a Business account and believe your inventory qualifies for the Excellent, Very Good and Good conditions, you can submit a Program Application for manual review and a team member will respond within 30 days.

Can I still call my items “refurbished” if they aren’t “certified refurbished?”
Outside of cell phones, laptop & desktop computers, smartphone and tablet categories, there are two refurbished item conditions: “Seller refurbished” and “Certified refurbished.” If you are not eligible to list your items as “Certified refurbished,” you will need to list them as “Seller refurbished.” Within the Cell Phones & Smartphones category, four refurbished conditions are available to quality vetted sellers. How are returns handled if a buyer says the item is not in the condition they expected?
If a buyer has a problem with their order, or if they change their mind about a purchase, they’ll get in touch with you and ask for help. I’m an eBay Top Rated seller. Why do I need to be both in good standing and have average or better service level metrics to meet eBay Refurbished program requirements?
In order to ensure that an item sold as “eBay refurbished” meets a consistent standard of buyer expectations, we’re using both the seller standing and average or better service level metrics for all sellers in this program.
Is there an exemption from VeRO warnings for certified refurbished listings?
At this time, we do not have an automatic exemption or review of VeRO permissions. It is possible that authorized sellers may be mistakenly contacted by a brand to cease and desist listing until they demonstrate evidence of reseller status. Learn more.
