To join the eBay Pre-loved Partner Program, you must be a business seller who meets the following criteria*:
- Hold an eBay Top Rated Seller Status
- Maintain an 'Item Not Received' feedback rate of 1% or less
- Have an 'Item Significantly Not as Described' feedback rate of 5% or less
- Achieve a positive feedback rate of 95% or higher
- Ensure that 95% of your assortment is eligible for return within 30 days
