Package billable weight is rounded up to the next greatest weight break (e.g., 0.6 lbs. is billed at the 1 lb rate).
Important Notice: Sellers can ship up to 66 lb to CA and up to 44 lb everywhere else.
Billable Weight
Billable weight is calculated as the greater of actual weight and dimensional weight. Actual weight is the weight of the fully packaged shipment in pounds (scale weight). Dimensional weight is calculated by multiplying the length by width by height of each package in inches and dividing the total by 166; ((L*W*H/166)). When the dimensional weight exceeds the actual weight; charges may be assessed based on the dimensional weight. Shipments whose billable weight exceeds the max allowable weight or dimensions rating limit will be returned to sender at sender’s expense (See oversized package detailed below).
Oversized Packages
Oversized Packages are calculated as Length + Girth exceeding 84 inches. Girth is calculated by measuring the total length in inches all the way around the parcel on the longest sides. In other words, the length and girth of a package is length plus (2 times the height) plus (2 times the width); (L+2(W+H)). If the dimension includes a fraction, a fraction of one-half or greater will be rounded up to the next whole number; less than one-half will be rounded down to the next whole number. Oversized Packages are not supported by eBay international standard delivery. Shipments which are oversized will be returned to sender at sender’s expense.

When do I use eBay international standard?
If you ship to international buyers directly (not using eBay’s Global Shipping Program), you can select the eBay international standard option as an economical way to deliver your package. You can take the package to any USPS drop-off location or arrange a regular USPS package pickup. Tracking will be automatically uploaded on eBay and tracked to the final destination.
What do I need to do to start using eBay international standard?
Please follow these steps to use eBay international standard.
- Navigate to eBay Labels from My eBay or Seller Hub
- Enter exact weight and dimensions of the package you will ship
- Select eBay international standard from the list of eligible services
- Receive a quote for the service
- Print your label
- Drop off your package at a USPS drop off point, or schedule a USPS package pick up
When I print an eBay international standard label, will the address on the label match the buyer’s address?
eBay international standard delivery incorporates multiple shipping services to provide the best shipping solutions to you and your buyers. As a result, there may instances where you are provided a USPS international shipping label and will ship the package directly to your international buyer. In other situations, we will provide you with a USPS domestic service shipping label addressed to eBay’s trusted warehouse partners. These partners will screen packages and then forward them to your international buyers around the world. In both scenarios, you and your buyers can track the entire transaction via eBay.com or trackmyshipment.co.
My listings are already set up with USPS international options. Can I ship with eBay international standard when I get to eBay Labels?
Yes. You can pick the shipping service you want to use on eBay Labels. However, we recommend you edit your listings to include eBay international standard as an international shipping option. This allows you to give buyers the best shipping cost and delivery estimate possible.
What’s the difference between eBay international standard and the Global Shipping Program?
eBay international standard is a Delivered Duties Unpaid (DDU) shipping solution—buyers won’t pay duties and tax at checkout on eBay but may have to pay the carrier for duties and tax on delivery. The Global Shipping Program (GSP) is a Delivery Duties Paid (DDP) shipping program—buyers pay duties and tax during checkout on eBay via GSP. eBay international standard gives you full control of what you want to charge buyers for shipping (Free, Flat, Calculated) from end to end. With GSP, the buyer always sees the GSP shipping charges, and also any costs you set for the domestic shipping leg (Free, Flat, Calculated).
If I print an eBay international standard label, when and how will I be charged?
eBay international standard charges will appear on your eBay invoice. On eBay Labels pages, you will see a quote for the shipping service based on weight and dimensions input, at the time of printing a label. Actual charges will be based on the weight and dimensions of the shipment as measured by our trusted warehouse partners. If you print the label but do not use it, you will not be charged.
What can I ship using the eBay international standard service?
You must continue to adhere to USPS and Department of Transportation (DOT) standards in order to be eligible to ship using eBay international standard service. Do you guarantee delivery if I use eBay international standard?
Every time you use eBay international standard it includes our delivery guarantee. Our total liability to you in respect to all losses arising under these Terms, whether in contract, tort (including negligence) or otherwise, shall be either the total purchase price of the item or $100, whichever is less. Parcels containing any item on the Prohibited Items list are prohibited and are not covered. Parcels containing Prohibited Items or containing any item that would be considered unlawful or illegal for any reason including under the recipient country’s import law or under the US export law are not covered by this guarantee.
How can I determine what rate will apply to my package?
We’ve simplified eBay international standard rates compared to competitive international services. Our rates are broken into four country groups. The weight of the package is determined by the dimensions and actual scale weight of the package, so both accurate weights and dimensions are needed to receive an accurate rate quote for eBay international standard when you print a label. eBay international standard uses the greater of the actual weight and dimensional weight to determine the billing weight, using a dimensional factor of 166 used to calculate dimensional weight. Dimensional weight formula = (Length x Width x Height)/166 (all units in inches).
A packages billable weight is rounded up to the next greatest weight break (e.g., 1.1 lbs. is rated at the 2 lb. rate). Learn more about Dimensional Weight.
Always weight and dim your items after packaging and securing as the final shipping weight may increase after insertion of packing materials.
What will happen if I ship an item that does not meet the program requirements?
Shipments may not meet eBay international shipping program requirements for a number of reasons, including, but not limited to, overweight, oversize, hazardous, dangerous, or restricted goods. If it is determined that your shipment does not meet the program requirements, we will ship the package back to you and you may be charged for the cost of the return shipping. However, you will not be charged for the original eBay international standard label.
What if I have an insurance claim?

Will I be protected from late deliveries?
eBay international standard will protect you from negative feedback and any impact to your seller standards and service metrics due to late deliveries deemed the carriers fault. Items shipped by the Seller after the expected arrival date will not be covered from late deliveries. Read our policy on seller protections.
