My ink cartridges were almost empty of ink when I got them?

The black ink cartridges printed less than 12 black pages before it run out of ink! This printer is not on a computer it is just a printer I some times Medicare paperwork and my insurance papers this is a new printer this is the first refill for the printer and the ink cartridges that came in it was much better than the one I bought on eBay! I just got out of the hospital and didn't feel like driving the 50 miles round trip to Abilene Walmart to buy the ink cartridges that is why I bought it from eBay bad product it has very good colors but doesn't have any ink?
