need holes drilled not cut and spread sides apart

It is good quality but the back end where they put the extra plate they did not cut the hole with a drill I think they cut it with a plasma cutter. The bolt did not fit, so I had to drill it myself. Also I had to spread the sides apart so that it fit. Other wise it's made of heavy steel and good quality.
