Bad fit of the dust seal.
The oil seal popped right in place with the use of my seal driver. But the dust seal was impossible to get in to the outer tube. I greased it, pressed it, tried to punch it in with the seal punch drive. But no luck. I had to sand down the edge of the seal to finally get it in place. Just hope that it will work fine now that it's finally in place.
