RPG rules sourcebook
A good system to "build your own." They've figured out a balanced core upon which you can create whatever game world you're looking to run. Many setting-specific options available out there if you don't want to do all the work yourself, but aren't required. This provides you with the building blocks if you want to tweak those settings or create your own vision. FATE is intended to be much more a role-playing rather than a roll-playing game.
