Made it work
I assumed wrongly that this was a bolt in part. It isn’t. It’s a stamped part to be welded in. All I really needed was the rad support so I cut it off and ground out my old one and bolted the new piece in with four quart inch SS bolts n fender washers.

Works after mod
Working after install in my 67 Barracuda. There is a thicker part on the plastic that wouldn’t let it work for a left turn until i sanded off some plastic. Easy fix
