It is not a valve

It is not a valve at all. It is however a plug.

This pulley set had the same problem that mine has.

Photo showed some surface rust which is to be expected. The photo did not reveal the heavy pitted areas deeper in the grooves. This in turn eats up the belts. FYI This is caused by leaky water pump and setting for extended periods.
