  Seller was willing to give a partial refund when item was not as described. But, there has been no sign of the partial refund, and the Seller and EBay have “washed their hands” about communicating with me and resolving the matter. I am a top rated Buyer, as all other Sellers will attest. I believe this Seller to be top rated, but, I’m baffled by the lack of follow up on this transaction. Even eBay claims that they refunded and the “case is closed”, but, they have not responded to me.
