Does not charge

This charger does not work properly. When I plug charger and put battery in it, it shows 5% to 8% correctly, but after few seconds it shows 100% while battery is still not charged. When I put "charged" battery into flashlight, it does not shine. If I charge battery in different charger and then put it into same flash light, it works. Either I received broken piece or it just does not work. Its a pity because this charger looks very good, it can be plugged in via USB and its perfect for traveling with external power source, except that it does not charge battery reliably :(
