Size wrong in two ways but one dimension
The outside diameter is not 3mm, and the inside diameter is not 2mm.
So, useless for my purposes.
And it's made of a nasty stiff plastic.

Tubes have bent
2 of 2 found this helpful The screws that adjust the position of the prongs that go in the scupper holes are not strong enough to keep them in place. Then the prongs move around while you're pulling the kayak along on the trolley, your kayak starts going sideways like a demented supermarket trolley, and then you realise one prong is completely bent.
The way for it to work would be for you to first ascertain the width that you need, set the trolley at that width, then screw self-tapping screws into the holes on the clamp to keep it fixed at the right width.
