  This seller sold me a PC graphics card that was described as "fully operational and functions as intended". But when I received the board, it was wrapped in plastic bubble wrap, which is the WRONG way to package sensitive electronics. There is no way to tell if this board was actually functional when it was shipped, but when I received it, it was NOT WORKING. This could likely be from the seller packing the board in highly static prone plastic or my unpacking it. The seller should know better.
