Very slow to charge phone/iPad

Doesn’t seem like 3.1a USB output. Both my phone and iPad are way slower to charge than they were on the 12w Apple charger that I was using before installing this. I have no way of testing the output more accurately, but I’ve ended up plugging the Apple charger into this outlet to charge my iPad tonight as the built in USB was barely making any progress. That makes this item pretty pointless. Very disappointed. Seller was great, item not so much.
