the BP232 rudder I got does not meet the measurements on the web page.Can't use!

Rudder is too small. Is NOT the advertized size/ measurement . the shaft length is supposed to be 70mm from tip to rudder top, it is 40mm. The shaft is 2mm, not the advertized 4mm.
