I got it to work!

There was a problem with it, but I bypassed it. With the red and black wire connected to the battery, and up to 15 volts applied the lights would not go on. So I connected the red wire and the blue wire together on the fuse block where ACC voltage was available. Then the lights worked. I connected the white wire to the headlight wire so the LED's would be at half brightness at night. It works for me!
