Bad Side walls

Received tire/tubes and the tires had bad flashing of rubber material left untrimmed on the rim area which had to be trimmed before it could be installed as it extended 1/2 - 1 inch into the space where the tube is. Installed the tube and tire and they went on the rim pretty easy and pumped the tires up with a hand pump per the instructions. Tires are rated to inflate up to 30 psi and I inflated to 28. Reinstalled onto my yard cart. The next morning one tire had a rip in the side wall perpendicular to the rim and several inches long. The inner tube had pushed through the tear and had ruptured. Examination of the other tire showed a bulge in the side wall. I went to our local Fleet Farm store and was able to purchase a tube and a tire, which was 4 instead of 2 ply and rated for up to 70 psi inflation rather than 30, for what I had payed for the Marathon tube and tire.
