1. The bolt holes are different on the top plate from the bottom plate so it will only fit one size of seat base. And the locking leaver is way to hard to push up to release the seat without smashing your fingers.and for the swiveling it's not smooth hangs up. Not impressed with the hole thing and gor the cost of it
