Great price. Fits Blackburn Tower 4. Doesn't leak or bend presta valves.
Great price and well made. Perfect fit for my Blackburn Tower 4 which is a good pump with a valve of marginal quality which bends presta valves and leaks when air pressure approaches 40 PSI. Cannondale doesn't leak at high PSI and can be easily pulled out without bending presta valves. The item came without instructions but maybe Cannondale web-site has something. The photo listed shows the valve in it's open position. The lock position is when lever is pulled out or extended.

Well made product
This is a well made tool that can take considerable torque when disassembling older freewheels. However the pins are not long enough to reach into more recessed freewheel models from Regina Oro. For that purpose I had to buy an SPA2 from Park Tool Co.
