This is the best non-commercial, below water line caulk, you can buy. Only drawback is the 7 day cure time.

Perko Locking Collar Pole Light Mounting Base - 2 Pin - Round - Stainless Steel

Downsizing???

This stern light base was slightly smaller that my original perko so I had to fabricate a special collar that went inside the boat and bolt it in after drilling holes. This was a big pain in my ass.If you are doing a new installation, this base will work fine. If you are doing a replacement, do more research for the exact same size base you have.
