can't effectively cool the tooth

Bought a HP3044p surgical handpiece from Darby Supply (no review available on their website) and is really disappointed. The water stream hits the upper part of the surgical bur, then goes to the outside of the cutting tooth, not being able to cool the tooth. In contrast, the water stream of our old NSK NL-45 hits the lower part of the bur, then ends exactly on the tooth, therefor cooling the tooth. Complained to the manufacture and received no reply.
