poorly assembled

It came seized and couldn't turn . I took it apart and reassembled trying to maintain clearance on the vane rotor. It runs now but very loud. It looks like it should work ok but don't have a guess how long it will last.. I fear that the vane rotor may be mis-machined ,( like not round ).
