Starter gear has 9 teeth rather than 13 teeth

I have a BX 22 and a BX 2200 and this starter has a much smaller gear that goes into the flywheel and it causes this starter to not work. It will click but will not engage with the flywheel so it will not start the motor. I have had it work buy turning the key off and on 10 or 20 times but most of the time it will not work. The starter gear has 9 teeth rather than 13 teeth
