Poor packaging resulted plugged valves for

Yep arrive with a valve plug and start with the sealant in the tire. I had to buy special tool to get it out. The manufacturer in my provisions to keep this from happening. Perhaps having a temporary plug in the valve stem that is removed and new valve is installed by the customer using a tool supplied by slime.
