Width of tread 10.25 on 12.5 tire

tire section width is not 12.5". 10.25 is not what I expected and after months of deciding to give up the 13.50 for better handling, smoother ride ect.... looks ridiculous @ 3.25" narrower. Don't know what happened to the 2.25" of tread but its not growing any. Tire rides nice and smooth but not what I ordered
