  Watch received was different from the item pictured. Upon contacting, they suggested to return the item (returns per the listing are at the customers cost). Upon contenting, they offered a $15 refund (6.5% of the purchase price).

  That's not exactly true. Returns are at the sellers expense if the item was not as described. You closed the return because you told us you had already given the item away.
