It will not start

It was delivered Thursday, I spent Friday morning preparing to do the job. Friday afternoon this happens and now we have the weekend lost.
Out of the box filled with new fuel mixed 25:1.
Choke on.
Start switch on.
Pull start cord.
I have pulled on the start cord on and off 50 or more times. Giving it a rest in between in case it flooded. Nothing it won’t even try to fire. Is there something I’m not doing to make it start? I do own several other small engine machines and have no trouble starting any of them.
I can see signs that it has been running at some stage it has been used, is it a dud that was returned to you and just sent out again and hope for the best.
