  The seller is responsible for appropriately packaging items, not the buyer. The seller sent a package that was not tapped shut at either end of a small USPS Priority Mail box -- with 12 somewhat heavy coin rolls enclosed. All coin rolls fell out of the box before the empty package was eventually delivered to me. USPS indicated that the package, before being delivered, was empty. My postman verified the package was empty on delivery. The seller is attempting to blame the buyer for this situation.
