Unable to control volume

If I am using this incorrectly, I would love to know. From what I have experienced, I can connect this easily to my Panasonic LED TV, or to my Apple TV, so that I can use with ordinary 3.5mm headphones. But I cannot control the volume when this is in use, and it's too loud to enjoy.
