Dominator throttle blade issue

Maybe it was just mine ....but the machine work in the throttle bore was not done correctly. The throttle blades would not close completely. It wouldn't idle anything under 4500 rpm. Even if I removed the idle screws ....the blades would not close shut.....when it should have. The overall machines work is top notch.
