Just the cutter, no handle

This is a rigid plastic housing with LEDs sealed inside.
It is ok as a secondary brake light addition to a truck or trailer or similar.
It houses the LEDs in a rigid straight plastic housing with two screw holes at each end. It is not flexible in any way, as per description.

good
very good overall, however the clasp is way too small and will not bite onto the edge of most desks or tables. Fortunately this unscrews and there is a possibility of fitting a much larger one.
