Incorrect fixing bolts

While the belts are of a good quality the fixing tabs have bushes and are designed to use a shouldered bolt. Unfortunately the bolts provided are a full threaded bolt (no shoulder) and a smaller diameter to the fixing hole so using them would not be a safe option. Im struggling to get bolts to fit.
