Doesn’t work on glass cooktop

Glass topped cooktop won’t simmer - only on or off for selected number of seconds. Put all my hopes on this mat and found it only heats the air between the cooktop and the mat and needs to run on a much higher setting than without. Still struggling to simmer a pot. :((
