Way too small

I ordered a small which states that it can fit up to a 13 lb infant. My daughter was less than 10 lbs when she tried it on and it was way too tight on her. The arm areas do not allow any movement so it seems really constricted. She cried immediately when we tried to put her into it because it was so uncomfortable and tight, especially around the tummy area, so we just took her out. I don't know if it works or not, but if someone is going to give it a try, I recommend ordering a size larger.
