CAN'T PLUG INTO OUTLET

The two metal prongs are both flat with no holes and same exact size. I don't know if this works in another country but it doesn't in the USA. The prongs don't indicate which prong is positive and which is negative. Usually one side is bigger then the other and they don't have the notches that keeps it in the outlet. I tried plugging it into my outlet both ways and heard a buzzing sound each way and the plug wouldn't stay in it just fell out. The product photo only shows one angle so you cant see the angle and the problem I am talking about.
