Handy plug - can't get the app to connect to the bluetooth

Probably jut me but I downloaded the app and following the instructions waited for the app to connect to the plug but it never does. I finally gave up and I am just using it as a manual power switch - may try the bluetooth again later since the cord is very short and awkward to access.
