exactly what i expected
I reveived nearly two identical products. they were both the same model number but they were different revistions. On rev 1 it was not possible to change the voltage much and is outputing 12.6v. Rev 1 also doesn't run the fan if there is zero load. However on the other one, it was possible to remove a resistor and adjust a pot to get the supply to 13.8v. (like some online guides suggest for this model) This is exactly what I wanted. but the fan on this one is always running(but at low speeds. Sounds like a laptop fan idleing.) Both have put out 30a so far without any problems.
