Missing Hardware kits

I purchased 4 shocks for my GMC pick up. Front shock boxes were sealed with no hardware kits. For a $400 purchase, they should make sure the kits are in the boxes. I’m guessing these shocks were returned for some reason (absent the hardware kits), re sealed and sold to me.
