Tarp is getting mouldy after 3 months

I refer to the purchase below of a 10 x 14 16 oz Canvas Tarp Water Resistant.
We bought this in December and started using it as a boat cover in late January.
It is only March now and the (previously white) tarp is already speckled with mildew.
We tried to clean it recently and noted that even when left to air in the sun it doesn't
dry like a normal tarp would. There must have been something wrong with the
waterproofing process as this tarp clearly is highly hydrophyllic.
Can you propose a solution?
