It is their right as producers to do so, as does Vaello Campo, El Cid etc. You have purchased a 30cm pan and received a pan that is labeled as 30cm, and it is 30cm, but you prefere the size to be taken at the bottom not top rim. We are not gonna ask Spain to change the way they measure things for your own pleasure.
