  The item was labeled as new. It arrived and was clearly not new. The Presidential Seal at the bottom of the bowl needed to be cleaned from what was, to me, clearly use. The item did not come with any original packaging or information. I contacted the seller and three times and received no response. I am very sorry to report this, but I feel the item was misrepresented in its listing. Seller was not responsive to notifications.
