Rise of the Robots was a good idea but poorly executed. The protagonist, Cyborg is at a major disadvantage fighting his foes. At hard level the game is almost unbeatable. All foes have such a larger attack range since they are taller. The final boss, Supervisor is smaller but can stretch really far. Cyborg has two supermoves (called combo moves in other games). If you don't have the manual then you might not know the headbutt and sliding moves. Some of the characters are unoriginal. Military is basically a Star Wars Drone and Wolverine put together. Supervisor looks like a female T-1000 from Terminator 2: Judgement Day. I'd say pass on this if it's over $5. But if you can get it cheap the go ahead and purchase it.
I bought this as a memory from when I was younger. I had this game when I was younger and when I found it on here, I couldn't let it get away. The game took a couple tries to get it to work at first, but once I got it on the one time, it worked just fine. Even though I'm more of a Mortal Kombat fan, the game is still just like I remember it, but won't even match up to the other fighting games of its time.
