The fan moves plenty of air. I have 3 other Rosewill blue led PWM fans in my case that are dead silent until the heavy gaming starts. This one even at low power has a slight whine. It's not real loud, but it's there. It may be where it is mounted in the case. I put on top, above the end of my RAM. I had to have this slim fan to clear the RAM. Currently I have it pulling air in, I may reverse it to push air out and see if it quiets down. But even with the slight whining sound (it's not unbearable, I've had louder fans before) I would recommend it to anyone that is tight on space. I just wish it had blue LEDs. :)
