Simply put, the science on black holes and quantum physics is very sound (for the 1990s no less) and I didn't have to stretch my credibility too much, given that the Doctor frequently breaks the rules in this one - but doesn't he always? Outside of some minor science issues I still have one problem with this story: the elevators. Wouldn't you think that a society as advanced as the Gallifreyans would have banks of elevators to handle all the people going up or down levels (or at least personal teleporters like the ones Captain Jack is fond of) or at least borrow transporter-room physics from those Federation starships? Minor point having nothing to do with the story, which is well-written, full of crisis points and is a true page-turner without requiring the reader to have a degree in quantum mechanics or Time Lord technology.
