The item is new and never used however it is old stock so the packaging and plastic may have discoloration and/or cracking, dust, etc. This is the little bit later version of these silencers that dont come with the little piece of shrink tubing. The earlier ones came with a tiny piece of string tubing in case you wanted to use the balls without the spyders. These do not come with that tiny piece of shrink tubing (even though the instructions mention it). If you're always using the spyders, then you don't need it anyway. If you want to use the balls without the spyders for some reason, then you can use any small piece of shrink tubing or something else similar to that. Thanks for looking.
