Unfortunately these are needed because the more efficient, commercial-grade (FCC Part 18A) electronic T-8 ballasts inject way too much noise onto the power line. [ARRL has a good white-paper explaining the Part 18A/Part 18B issue] I still use the X-10 powerline communication protocol, and will for quite some time - it is the lighting control system for my church's sanctuary. So when it's time to replace an old magnetic T-12 ballast, I pull the guts out of one of these XPPF's and solder on a ballast quick-disconnect. Once in-line with the new T-8 ballast supply wires, there is no noise getting back onto the power line.

If you have any power supplies & plug strips (TVs, computers, phones, etc.) you most likely need these XPPF filters for all of them. I was always plagued by intermittent response by my X10 / PLC modules until I tested this unit. It definitely blocks the offending noise from feeding back into the house wiring. I now have each plugstrip & power supply plugged into one of these & my X10 system works flawlessly. (Of course you also need a phase bridge unit (XPCR, XPCP) somewhere in your home, regardless of whether you use these.)
