Salt ions conduct electricity more than Calcium / Magnesium, soft water shows highest readings. There should have been a note on sellers site, " Not for Soft Water Systems "

It is manufacture in China, unfortunately, there are none that are manufactured in the USA. The unit does seem to work effectively to determine the measurements it was created to do.
