Seller did not refund. eBay refunded me instantly after opening a case. Seller should be banned from eBay.

I requested a cancellation less than a minute after I hit purchase and then reached out to the seller who offered to check into shipping. I have not heard from him since and all my messages go unanswered. He declined the cancellation so now I sit waiting for the certain number of days until eBay will give me my money back.
