I have had one of these tripods at work for many years. I had an two inferior brand tripods at home. One stripped the gears and the other broke the plastic leg locking tabs. I found this on line and it was in exactly the condition described. It is lightweight, but strong and has many good features such as metal leg locking tabs instead of plastic. The Velbon tripods of this era are well worth the money.

Very nice older Velbon tripod with minimal plastic. This is not a very lightweight tripod but it is built to last. I use it because it will be steady in a light breeze outdoors unlike the many Chinese made tripods. It is great for full size, high power binoculars or spotting scopes where vibrations are extremely obvious.
